He's paraphrasing and riffing on Dogen here and in recent posts

Don't go wandering about or go sightseeing. If it is necessary, once a month will be allowed. Ancient people lived in the mountain or remote wood and practiced our way, giving up all worldly affairs and learning and virtues and they are sincerely strived to extinguish the fire in their head. Recollecting those things, we should not be involved in worldly affairs. If we are we should be very ashamed of it.
